01 Definitions

For the purposes of this Agreement, the following definitions apply:

• "phlein," "we," "us," "our" refers to the operator of the phlein online gaming platform at phlein.co, operating under PAGCOR regulatory oversight.
• "You," "user," "player," "account holder" refers to any individual who registers an account with phlein or accesses the phlein platform in any capacity.
• "Platform" means the phlein website, all associated subdomains, mobile web interfaces, and any software or technology used to deliver the phlein gaming experience.
• "Account" means the registered user account created by you on the phlein platform, associated with a single verified identity.
• "Balance" or "Funds" means the Philippine Peso (₱) amount held in your phlein account and available for wagering or withdrawal, as applicable.
• "Bonus Funds" means any promotional credit, free spins, or matched deposit bonus credited to your account under the conditions of a specific phlein promotion.
• "Wager" or "Bet" means any real-money stake placed on a game, sports market, or other gambling event offered through the phlein platform.
• "Prohibited Jurisdiction" means any territory where access to or use of online gambling services operated by phlein is unlawful under applicable local law.
• "KYC" (Know Your Customer) means the identity verification process required by PAGCOR regulations, involving submission of a valid Philippine government-issued identification document.
• "PAGCOR" means the Philippine Amusement and Gaming Corporation, the government body responsible for regulating gambling activities in the Philippines.

02 Eligibility and Age Requirements

To be eligible to register and maintain an account with phlein, you must:

• Be at least twenty-one (21) years of age at the time of registration and at all times during your use of the phlein platform;
• Be a natural person — corporate entities, automated bots, and proxies are not permitted to hold phlein accounts;
• Be legally permitted to participate in online gambling activities under the laws applicable to your place of residence and physical location at the time of gameplay;
• Not be a resident of or physically located in a Prohibited Jurisdiction at the time of placing any wager;
• Not be a current employee, officer, director, or immediate family member of a household of any employee of phlein or its affiliated entities;
• Not be self-excluded from the phlein platform or any PAGCOR-regulated gambling service at the time of registration or use;
• Provide accurate, complete, and current personal information during registration and maintain the accuracy of that information throughout the lifetime of your account.

phlein reserves the right to request documentary proof of eligibility at any time. Failure to provide satisfactory proof within a reasonable timeframe may result in account suspension and withholding of pending withdrawals pending verification.

03 Account Registration and Verification

3.1 Single Account Policy

Each individual is permitted to hold only one (1) active account on the phlein platform. The creation of multiple accounts by a single individual — whether using the same or different personal details, payment methods, or device identifiers — is strictly prohibited and constitutes a material breach of this Agreement. Where duplicate accounts are detected, phlein reserves the right to close all associated accounts and confiscate all balances and pending withdrawals.

3.2 Accuracy of Registration Information

You are required to provide accurate, truthful, and complete information during the phlein account registration process, including but not limited to: your full legal name, date of birth, Philippine residential address, active email address, and Philippine mobile number. Providing false information at registration is a breach of this Agreement and may constitute fraud under Philippine law.

3.3 KYC Verification

In compliance with PAGCOR regulations and applicable Philippine anti-money laundering (AML) requirements, phlein requires all account holders to complete identity verification (KYC) before withdrawals are enabled. Acceptable forms of Philippine government-issued identification include: Philippine Passport, Driver's License, SSS ID, UMID Card, Voter's ID, and PhilSys National ID. Verification is a one-time process unless phlein requests updated documentation due to changes in applicable regulatory requirements.

3.4 Account Security

You are solely responsible for maintaining the confidentiality of your phlein login credentials, including your password and any two-factor authentication codes. You must not share your account credentials with any third party under any circumstances. phlein shall not be liable for any loss arising from unauthorized access to your account resulting from your failure to maintain credential security.

04 Deposits, Withdrawals, and Payment Processing

4.1 Accepted Payment Methods

phlein accepts deposits and processes withdrawals in Philippine Peso (₱) through the following payment channels: GCash, PayMaya, InstaPay, BPI (Bank of the Philippine Islands), BDO Unibank, Metrobank, Visa, and Mastercard. phlein reserves the right to add, remove, or modify available payment methods at its discretion with reasonable prior notice.

4.2 Minimum Transaction Amounts

The minimum deposit amount is ₱100. Minimum withdrawal amounts vary by payment method and are displayed in the phlein cashier at the time of transaction. phlein does not charge deposit fees, though your payment provider may apply their own transaction fees.

4.3 Withdrawal Processing

Withdrawal requests are processed subject to completed KYC verification. GCash and PayMaya withdrawals are typically processed within one to three hours during business hours. Bank transfer withdrawals via BPI, BDO, or Metrobank are processed within one to three business days. phlein reserves the right to delay withdrawal processing for up to five business days where additional verification is required under PAGCOR AML compliance obligations.

4.4 Withdrawal Eligibility

Only real-money deposits and winnings derived from real-money wagers are eligible for withdrawal. Bonus funds are subject to wagering requirements as specified in the applicable promotion terms and are not cashable until those requirements are met. phlein reserves the right to void any withdrawal that is found to be associated with fraudulent activity, bonus abuse, or breach of these Terms.

4.5 Anti-Money Laundering

In accordance with Philippine Republic Act No. 9160 (Anti-Money Laundering Act) as amended, phlein is required to report suspicious transactions to the Anti-Money Laundering Council (AMLC) and to PAGCOR. Deposits must be made from payment methods registered in your own name. Withdrawals will only be processed to payment methods that have been used for deposits on your account, or to accounts verified in your name.

05 Gameplay Rules and Bet Settlement

5.1 Game Rules

Each game offered through the phlein platform is governed by specific game rules accessible within the game interface. In the event of any conflict between game-specific rules and these Terms and Conditions, the game-specific rules shall prevail with respect to the mechanics of that particular game, and these Terms shall govern all account, payment, and conduct matters.

5.2 RNG Certification

All random number generator (RNG)-powered games in the phlein library are independently tested and certified for statistical fairness by accredited gaming testing laboratories. Certified RTP percentages for each game are disclosed within the game information panel. Live dealer games are conducted using physical equipment in audited studios with verified card shuffling and dealing procedures.

5.3 Connectivity and Technical Faults

phlein shall use reasonable endeavors to ensure platform availability. In the event of a disconnection during a game round, the outcome of that round is determined by the game server at the time the game state was last recorded. phlein shall not be liable for losses arising from player-side connectivity failures. In the event of a verifiable server-side fault affecting game outcomes, phlein will investigate and remedy the situation in accordance with PAGCOR dispute resolution guidelines.

5.4 Void Bets and Erroneous Odds

phlein reserves the right to void any bet placed at manifestly incorrect odds or under erroneous game conditions caused by a technical error. In such cases, the wagered amount will be returned to the player's balance. phlein shall not be obligated to honor winnings derived from odds or game outcomes that were demonstrably the result of technical malfunction.

06 Bonuses, Promotions, and Wagering Requirements

phlein may offer bonuses, free spins, reload promotions, and other incentives to eligible players from time to time. All such promotions are subject to specific terms published on the phlein promotions page in addition to the general rules below:

• Bonuses are credited to a separate Bonus Balance and are subject to wagering requirements before conversion to real-money balance eligible for withdrawal;
• Wagering requirements specify the number of times the bonus amount must be wagered using qualifying games before withdrawal eligibility is achieved;
• Bonus funds have an expiry period from the date of credit, after which unconverted bonus funds and associated winnings are forfeited;
• Only one bonus may be active per account at a time unless the specific promotion terms state otherwise;
• phlein reserves the right to withdraw, modify, or cancel any promotion at any time with reasonable notice, and to withdraw a bonus from an account where misuse or abuse is detected;
• Collusion, use of automated wagering software, or any strategy designed to exploit bonus terms constitutes bonus abuse and will result in forfeiture of the bonus and any derived winnings, and may result in account closure.

07 Prohibited Conduct

The following conduct is strictly prohibited on the phlein platform and constitutes a material breach of this Agreement:

• Registering more than one account or assisting another person in doing so;
• Providing false, misleading, or fraudulent registration information;
• Using the phlein platform while under the age of 21;
• Using the phlein platform from a Prohibited Jurisdiction;
• Using bots, scripts, automated software, AI agents, or any non-human mechanism to interact with the phlein platform;
• Colluding with other players to gain an unfair advantage in any game;
• Engaging in any form of money laundering, including deliberately cycling funds through the platform without genuine gambling activity;
• Attempting to exploit software bugs, errors, or loopholes — any such bugs must be reported to phlein support immediately;
• Abusing the bonus system through low-risk or hedged wagering strategies designed to clear wagering requirements with minimal risk;
• Sharing your account with or accessing another player's account;
• Making chargebacks or reversals on deposits after those funds have been used for wagering.

08 Account Suspension, Closure, and Termination

8.1 Suspension by phlein

phlein reserves the right to suspend or terminate any account at any time, with or without prior notice, where it reasonably believes that: (a) the account holder has breached any provision of this Agreement; (b) the account is associated with fraudulent or criminal activity; (c) continued operation of the account would breach phlein's PAGCOR regulatory obligations; or (d) the account holder has self-excluded and subsequently attempted to register a new account.

8.2 Closure by Player

You may request closure of your phlein account at any time by contacting phlein customer support. Prior to closure, any remaining real-money balance will be returned to your verified payment method after applicable processing periods. Bonus funds at the time of voluntary closure are forfeited.

8.3 Dormant Accounts

An account that has had no login activity for a period of twelve (12) consecutive months shall be classified as dormant. phlein may apply a monthly dormancy administration fee of ₱50 to dormant accounts with a balance, as permitted by applicable law. phlein will provide reasonable notification before applying dormancy fees. Dormancy fees will not reduce an account balance below zero.

09 Responsible Gaming Obligations

As part of phlein's responsible gaming program, the following tools are available to all registered players through Account Settings:

• Deposit Limits: Players may set daily, weekly, or monthly limits on the amount they may deposit into their phlein account. Limit reductions take effect immediately; increases are subject to a 24-hour cooling-off period;
• Session Time Limits and Reminders: Players may configure session duration alerts that notify them of elapsed gaming time at specified intervals;
• Reality Checks: Periodic pop-up notifications displaying net win/loss position during active sessions;
• Cooling-Off Period: A temporary account suspension of 24 hours, 7 days, or 30 days, taking effect immediately and irreversible within the chosen period;
• Self-Exclusion: A permanent self-exclusion option that irrevocably blocks access to the phlein account and prevents registration of any new phlein account. This measure is irreversible for a minimum of six (6) months.

phlein takes the 21+ age restriction with absolute seriousness. Any account found to belong to a player under 21 years of age will be closed immediately, all associated funds will be returned to the depositing payment method (where possible), and the matter will be referred to PAGCOR in accordance with regulatory requirements. Players who suspect a minor is accessing the platform should contact phlein support immediately.

10 Intellectual Property

All content, software, trademarks, trade names, logos, visual design elements, game assets, text, graphics, and other materials displayed on the phlein platform are the intellectual property of phlein or its licensed content providers and are protected by Philippine intellectual property laws and international copyright conventions.

You are granted a limited, non-exclusive, non-transferable, revocable license to access and use the phlein platform solely for your personal, non-commercial entertainment. This license does not permit you to: copy, reproduce, distribute, display, or transmit any phlein content; reverse engineer any part of the platform; use phlein trademarks without express written authorization; or create derivative works from phlein content.

11 Limitation of Liability and Disclaimer

To the fullest extent permitted by applicable Philippine law, phlein's aggregate liability to you arising from or in connection with these Terms and Conditions, your phlein account, or the phlein platform shall not exceed the total amount of real-money funds deposited by you into your phlein account in the thirty (30) days preceding the event giving rise to the claim.

phlein shall not be liable for: (a) indirect, special, incidental, punitive, or consequential losses including but not limited to loss of profits, loss of data, or loss of opportunity; (b) losses arising from your reliance on game outcome information, promotional communications, or third-party content accessible through the platform; (c) service interruptions caused by maintenance, network issues, or circumstances beyond phlein's reasonable control; or (d) the actions of third-party payment processors, game software providers, or other service providers.

Nothing in this Agreement shall exclude or limit liability for: (a) death or personal injury caused by phlein's negligence; (b) fraud or fraudulent misrepresentation by phlein; or (c) any liability that cannot be excluded under applicable Philippine law.

12 Privacy and Data Processing

Your use of the phlein platform involves the collection, processing, and storage of personal data. phlein processes your personal data in accordance with the Philippine Data Privacy Act of 2012 (Republic Act No. 10173) and applicable National Privacy Commission regulations. By registering an account and using the phlein platform, you consent to the processing of your personal data as described in the phlein Privacy Policy, which forms an integral part of this Agreement.

Key aspects of phlein's data processing include: identity verification and KYC compliance; transaction monitoring for PAGCOR and AMLC regulatory purposes; customer support communication; responsible gaming monitoring; and fraud prevention. phlein does not sell your personal data to third parties for marketing purposes.

13 Governing Law and Dispute Resolution

This Agreement and any dispute arising from or in connection with it — whether contractual, tortious, statutory, or otherwise — shall be governed by and construed in accordance with the laws of the Republic of the Philippines, including but not limited to the Civil Code of the Philippines, the Electronic Commerce Act (Republic Act No. 8792), and all applicable PAGCOR regulations.

In the event of a dispute between you and phlein regarding game outcomes, account actions, or the interpretation of these Terms, you should first contact phlein customer support to seek resolution. If a dispute cannot be resolved through internal support channels, either party may refer the matter to PAGCOR's dispute resolution mechanism as the regulator of record for the phlein platform.

Any legal proceedings arising from unresolved disputes shall be brought exclusively before the appropriate courts of the Republic of the Philippines, and both parties submit to the exclusive jurisdiction of those courts for such purposes.

14 Amendments to These Terms

phlein reserves the right to modify, update, or replace any part of these Terms and Conditions at any time. Material changes to the Agreement will be communicated to registered users via email to the address on record and/or through a prominent notice on the phlein platform. The effective date of any revision will be clearly indicated at the top of the updated Terms.

Your continued use of the phlein platform following notification of a material change constitutes your acceptance of the revised Terms and Conditions. If you do not accept the revised terms, you must cease using the phlein platform and may request closure of your account in accordance with Section 8.2 of this Agreement.
